117 If I win a green card in a lottery, am I no longer subject to HRR?

Once subject to the HRR, always subject. Therefore, even if you win the
lottery, you cannot change status to permanent residence until you submit
evidence that
(1) The 2yr HRR has been waived.
(2) You have served the 2yr HRR sentence.
