No. They're plastic. And that guy doesn't have dicks for hands
either. They're special effects.
HOWEVER, I have been told that there are indeed poor souls who end
up with two penises... and I guess there are enough of them to get
a neat-o scientific name: "diphallus" (get it? two penises). It is
generally described as the "complete or partial doubling of the
penis or clitoris."
Most men that suffer from diphallus do not have two fully working
cocks, like the guys supposedly do in these movies. And most of
the time the second penis is removed surgically at a young age.

information.
