24 Say, if my employer in US has got H-1 visa approval from INS, does that ensure that I can get H-1 visa ?

Normally, yes. But there can be no guarantees. The problem most often
encountered is that H-1 is approved for one job site, but the employee is
working at another. Lately, we have been finding consulates creating many
problems in addition to the above:
- Prove the employer can pay the wages
- Prove that the beneficiary is qualified for the job
