I have owned the Porter Cable 3x21 with dust bag for about 10 months. I use it
all the time and I've been very pleased with. It has an aluminum body (not
plastic) and is pretty ruggedly built. The swiveling dust bag has been
convenient. Its not variable speed but I'm not sure how useful such a feature
really is. It might be good for delicate veneers, but you can always put on a
fine grit belt instead. Even variable speed is probably no substitute for care
in making and breaking contact with the work. PC makes nice sanders! (I also
have the random orbit, and speaking of that, I would probably recommend it over
belt and palm sanders as the best first sander.)

On the other hand I also have the Ryobi R600 router and the AP-10 planer which
I've been very pleased with too! Ryobi also makes good stuff.

Note that for the same $$$ a variable speed sander will probably have less HP
(amps) than a non-variable.
