I have a Porter Cable 4"x24" belt sander (Model #362) which I have used
heavily for over a year. I couldn't be more satisfied! The belts track
beautifully (wandering belts are probably the most annoying problem) and
are easy to adjust with a single knob. The dust pick-up, using the cloth
bag, works well also. It's 10.5 amp motor provides sufficient power using
all size grit paper; I've used it to literally "plane" with #36 paper.
Sorry, but I just don't have any complaints. Cost? Around $195, mail
order (you said <$200!). The model w/o dust pick-up should cost less, but
I don't recommend it since the bag works so well (I don't bother with a
dust mask when using this machine). A 3"x24" model should also be less $
and appears to be made of equal quality.
