3.2.5 Can I charge a fee if someone pays me with one of these services? (eBay)

No. Not only is it against eBay's terms of service on the U.S. site, it
probably also violates the terms for your payment service (You should check
with the payment service to be sure). With that said, many sellers include
it in their handling fee which is spread out among all buyers and thereby
ok. Laws regarding credit card surcharges may vary from state to state. More
